You need:
- Proper on-page SEO.
- Quality & (in my opinion) lengthy content.
- Foundational & strong tier 1 backlinks. Lower tiers should be strong as well, but can be less as they're just used to reinforce foundational links.
- A healthy social media following & campaign.
- Ad campaigns are also good.

Welcome. Link building is one of the various strategies for (SEO) website SERP rankings. There are other strategies also involved in SEO. Go through the various SEO related sections and sub-sections of BHW and you would get a better idea. And in the BHW Marketplace there are SEO (link building, etc) providers as well.
