Yes, in the long term, but as you will get banned in few months, who cares - as long as the domain used have strong link profile usually will survive that long. Like I said just check what the competition is doing over there - few examples (one already got banned, the second one is living new live it seems);

True, but you run the risk of spending a large amount of money on aged domains and using GSA or RankerX would possible result in not ranking for the keywords i want. I would assume that another way is to use PBNs only for money site. What do you think?

With very low budget, it is not possible to rank websites now. So either increase the budget or drop the idea.

Same as @Zpher where I started with low budget for low keyword, its indeed showed some result.
But I cant get higher keyword even with the help of numeorous of PBN since there are a lot of competitors are using aged domain to push their ranks.
