The key, here is identifying which questions have impressions.
Some of it may be internal traffic, but it might also be useful to find-out which questions are ranking in Google.
Doing a large scale scrape might be useful, to find which ones are ranking.
Actually, you could just put "quora.com" into some serp tracking and keyword research tools, and it'll return quite a bit of viable data.
You could just filter for whatever offer you're going for, and apply the same tactics you are describing.

Most Quora profiles are specialized, though, so it might be tricky to go too broad.
Since, my main account is specialized to tech stuff, I've had cases where doing answers for fitness stuff gets my entries removed, sometimes. (bummer)
So, it might be beneficial to make topical accounts, or maybe something really broad. (I dunno)
There's a lot of traffic potential from Quora, but I also see some impressions that sort-of go nowhere.
I tried activating their monetization for some months, and didn't make a single dollar from it.
Something worth trying, though, for sure...
