haven't faced even a single one till now. 50+ more pages published, around 40 indexed on their own. The rest got indexed after I manually requested indexing.
This is not a 'once in a blue moon' thing. If you use a quality PBN, you won't have any problems. Most of the people who fail either use dropped(not expired) domains or shitty expired domains.

It depends. But I am no authority on this, so can't say much.
If the backlinks of the site are still in the Google Index then it might work but 2 years is a long time to hold on the link juice (if the site wasn't active).
Also, there are a few different expired domains vendor, and their prices are very wide.
He is an SEO guy like us.
Expired domains could be used as a way to skip the sandbox.

Its a sword with two sides, it can happen to be a good domain with good links and authority and you could rank your site well or it can be a bad domain which was penalized or deindexed cuz of dmca or such stuff and will be useless building any content on it as it will be much much harder to rank much more than on even new domain. If you got cash and time to experiment with 10-20 domains you could probably get results. This is my opinion. I recommend you just buying new domain and building links that will actually bring you traffic thats was always how i got ranked on google easily with only links that bring me traffic. Try with quora, youtube, forums, social media and such links to grow traffic.

I am dedicated to make automatic websites with a similar methodology in all of them.
My experience with expired domains is that when they work they help to get traffic sooner, more traffic volume, they also index sooner and you save the sand box.
It is also worth it if your idea is to sell guest post within them because people look a lot at the domain authority metrics.
In my experience I will say that 35% of expired domains work with my method, compared to 65% with new domains.
I speak with a sample of more than 500 websites.

They aren't that effective, Go for page -> page redirects.
