Prior to now I have been struggling to create a Google voice account and most resources I have found haven't been much of help. I currently reside in Philippines which complicates ability to get help on how to mass produce a GV account .. please i need help/guide on how to create a Google voice account ..

google voice works only for USA phone numbers. Unless you have one, you won't be able to set one up.

New browser fingerprint, create google account, then use Textverified to confirm your new GV account. But sometimes even Textverified wont work, you will get the SMS but GV won't approve your number. It most likely means your IP is bad as they require clean resi/mobi proxy

Yes it can be scaled, but every time you fail to aquire a number due to bad IP you still have to pay for the SMS, bringing up the costs
