When editing a comment, you can't add quotes at all.
It looks like it's intentional rather than overlooked, is there a reason for it?

When editing a comment on a regular forum thread, you can't add quotes.
For example, if I quoted one person in the original comment and tried to edit it so I quote another user (instead of commenting twice, for example) - the option is not available.
This post shows (more or less) what I mean:
⚡⚡ [GUIDE] How to find Low Competition Niches with High Earnings Potential
Only a few minutes after making the comment, I saw that another user quoted me, so I had to use the manual quotes and tag them because I can't add them properly.

I hope it clarifies what I meant properly.

If you're referring to profile comments, it's because profile posts have an ID similarly to posts elsewhere on the forum, but the comments underneath have an entirely different ID structure. Whilst profile posts themselves do have IDs, you're unable to directly quote them because of the way Xenforo's quote feature handles posts and profile posts separately by default. Forcing Xenforo to differentiate between the two when using the quote feature wouldn't be the best use of the forum's resources. Even if you manually entered the details by editing the BBcode of a generic quote, it wouldn't properly quote the profile comment in a way that would allow it to link back (although it does create the illusion of a direct quote, it's just non-functional). On the other hand, editing the BBcode of a quote manually does at least allow a quote for a profile post to work as long as it's on the profile page.

I've manually created a direct quote on my profile to act as an example of this, which you can view here: https://www.blackhatworld.com/profile-posts/46162/

If you click on the user's name in the direct quote I made, you'll see that it sends you to the profile post I quoted so long as you're on my profile page. However, when you click the username in the quote off of the profile page, like the quote below, you'll be met with an "Oops! We ran into some problems" error message.

I hope this explains why this can't be implemented.
Some people really think that they are being personally targeted by the site-wide password update.

I can't imagine going through life like that.

I edited OP's opening post to include what they meant to say from a message they sent me.

To answer that question, to get around that issue, click the "reply" button for the quote you want to add, cut/paste it form the reply box at the bottom of the thread, and add the quote to the post you want to edit. You can then respond to them there, like I did in with the last quote above.
