I use ImageOptim to cleanup my images. For anything else I use ImageMagick. I try to use JPEG over PNG because it provides smaller file sizes while still retaining image quality, but I use PNG if I need transparent backgrounds in my images. If I'm creating a WordPress website then I use a plugin like WebP Converter for Media which will convert and serve webp/avif images if the browser supports it.
As far as image dimensions go there isn't a one size fits all for the web because of all of the different device types and screen resolutions. You should really be serving responsive images by creating several image sizes and serving the correct image based on the support screen.

Why not use a image optimization plugin that supports a fallback function for browser that does not support it then, your missing out.

On my wordpress sites almost all images are embedded. Where i use my images - jpg, png - it is not very big in size.
On static html sites i have an option to convert all images to webp with mod_pagespeed.

PNG is comparable larger than JPG on it's own
I would only use PNG over JPG if it needs to be transparent.
I personally use WEBP, but i do have a fallback for JPG if they dont support it

If you're really concentrating on website speed, i recommend you to go for webp version. In general webp is 25 – 35% smaller in its file sizes than jpg.
