Yes, go with CBO then, because if you keep creating Ad sets within the same Campaign, all the learning from the previous results will be applied in the next results.

CBO always, ABO will disappear along with interest targeting

CBO, but make sure to use minimum spend on each Ad set to distribute your spend evenly when testing. Usually the AI will favour one adset over another when you don't have a lot of data based on audience size or bids.
