For proxies I suggest solidseovps.com proxies (shared or dedicated work fine) and for captcha breakers at least GSA Captcha Breaker. Xevil solves some captcha types that GSA Captcha Breaker cannot.
Some sites need Google Recaptcha captchas to be solved which can be done with Xevil module or 2captcha.com.

I bought GSA Ser a couple days ago and a cheap list from Chris Palmer, but I think that list is probably old so decided I needed something better. So, thanks for the coupon.
I got my 10 dedicated proxies all Google-banned within the first day of using GSA -- don't want to do that again, so can you please recommend the correct number and type of proxies to use? I see you suggest SolidSEOvps proxies -- but which ones and how many?
I won't be going nuts with GSA so I probably only need smallest recommended amount.
Finally, I followed both Chris Palmer and Matthew Woodward's YT tutorials on GSA -- they both set up differently -- but neither of them got me anywhere. I've maybe submitted 2 blog comments in 2-3 days using it. And it's VERY slow, and nothing like those tutorials show -- so, do you also have any recommendations for setting up correctly?

I only have Jarvee running on it, so I figure that should be good for GSA Ser also -- since I Won't be hammering GSA, I just want to 'drip feed' a range of tier 2 and 3's for a while.

To answer your questions, you can use 10-20 semi-dedicated proxies from solidseovps. You don't need to worry about Google banning them since you aren't going to be scraping Google in GSA. You already have the verified list in the Dropbox folder
Included are campaign templates you can import and you can change the Scheduling option to drip feed the links.
Included in the folder is also a Getting Started PDF to setup the list with GSA and I posted a guide below
