I agree with Amazon and Digital Ocean, but my experience with Vultr was not very good.
And I think if you build a PBN, you need a lot of different hosters.
On other hand, I know PBNs based on Digital Ocean only.

I have been buying cheap web hosting and prepaying for 2-3 years at a time.

Try companies like hostmantis, hostrush, crocweb, hawkhost and host koala. Also you can find some small mom and pop hosting companies on web hosting forums and they tend to sell hosting for like $1/mo.

My goal is to build out 15 - 20 sites for each niche I am marketing.

Also, there are still some decent black friday deals available as well.

i would say it depends on the type of pbn you're referring to,
for a quality one, using cheap shared hostings & vps is the best to go with, it's not thay cheap, but would do the work at its best,

other than this, you can go with pbn hosting such as priority prospect, multiple cloudflare accounts, $5 per year vps, blogger, etc...
this is going to put it to some margin of risk, but it would work well in many cases and most suitable for testing and spammy ones

If you want a quality PBN you will have to invest.
My goals are long term & be it any size you can find skilled VA's.
I have multiple pbn's running for years.
BTW I don't sell pbn links.

Why is Vultr not very good for you? I plan to use it as a main cloud service provider for my PNBs

its quality.. over quantity, some of my friend on this field, even use class A hosting.. for the PBNs
maybe i am an amateur and wrong, but that way works for me, idk about you..
