How to get more backlinks from others' websites?

I don't know what you consider blackhat techniques. Guest posts? GSA? Hacked links? Niche edits? PBNs?
If you're not willing to do anything for backlinks (i.e pay for them or reach out to certain websites), then all you could do is pray every night to the LinkoMeth(the god of backlinks) that he showers your website with backlinks. There's nothing else to do.
You have to work for it unless people find your website very useful enough to link back to and that only happens if they already get to see/read your content.

There are 2 ways:
1. Contact actual owners and ask for backlink (for some fee)
2. Hire SEO firm for this purpose. They must have some data bases and can provide you with backlinks from relevant sources.

This just gave me an idea, I have someone writing/coding a wp plugin for me, would figure out a way to make it linkable. If that'd be possible.

Guest posts aren't considered as a typical black hat method, it's pretty regular if you choose reliable sources that have authority. It will be hard to get 1000 backlinks in one week, no matter which technique do you use. You could consider contacting directly some website owners and asking for a link exchange, but this way it will be hard to get 1000 links that are directed to your site.

You can try to find niche-related sites, then scan the sites for broken links and offer them you're in replacement (ofc if they accepted).
Or if you have great content you can find also niche-related sites(personal blogs are the best), and offered them to put your site as resources.
This will not bring you 1000 in the week, but as the guys above said, hardly some white hat technics will, but it's if you get some of these backlinks,
they gonna be there for a long time, that's for sure, and sometimes that is better in long term.
Just to say, this is just some idea that you or anyone who reads this can use, I know that is not popular to do an outreach email campaign, but one when you get there...o boy

There are only to possible routes to get backlinks:
1. You post so great and viral content that everyone uses you as a reference (free backlinks).
2. You fake the above building your own.

It's not possible to get 1k backlinks without Blackhat And even if you take paid service, this is also a blackhat technique, if you don't want to do blackhat then, try link round up, HARO, and Article Submission.

You can build 1000 links only by tools. If you want to avoid blackhat ways then build links slow and steady using PBN, Niche edit, and press release.
