Doesn't this ad use the same headlines as the main website page?Google has ruined its content with not only massive ads, but multiple ads in some instances. Any heavy hitting keyword runs into this issue, which is why organic SEO has suffered in recent years.

The ad is, basically, an insurance so noone steals his place. Am I not quite right?

You don't consider SEO at all?Yeah, with ad extensions and all the bells and whistles the idea is literally that... take up as much room as Google will allow you to so that your competition is down the page. Yet another annoyance to SEO. Which is why I hopped over to PPC a few years back.
