True, but partially. Google employees understand Google algorithms, but there are SEO experts too who pay attention to Google algorithms and their effects. This is why they generate satisfactory results for their clients.

For example: If we don't have any information about how the Google Panda algorithm works, then what strategy will we use for web content?

Apart from Google Algorithms, a good SEO expert has knowledge about Technical SEO, Off-Page SEO, Google Search Console, Google Analytics, and other tools that are used for SEO.

Paying attention to Google Algorithms does not make you "understand it". There is no single SEO out there who "understands" Google's secret sauce. Even what the highest-paid SEO gurus do is nothing but making speculations based on experiments and researches.

Having "information" about core updates doesn't enable you to create a "strategy" that will nail your content creation process. Staying tuned for core updates is critical but far from being enough to claim to "understand" ranking algorithm.

Technical SEO and off-page SEO are needed to optimize your site to rank better on Google, in other words, you do these stuff hoping they are a part of Google's ranking algorithm, so they are not really "apart" from Google Algo.
