Avoid changing the PBN anchor text, but can the URL be changed?

If I keep the PBN anchor text keywords unchanged, and only revise the URL pointing to the money website, is it okay? Is it safe?
Or I need to delete the link and republish a new article.

There's no problem in changing the anchor text, you can do it without worries, it's completely normal for websites to make changes,
Changing the URL will make no change as it's the same page, and creating a new article and deleting the older will cause some problems for a while, like duplicate content before the old page is recrawled/removed and the new one will be treated as new and will need some time to gain the authority

It’s just too much hassle to delete the whole article for a single link change. Op should just change the link and call it a day. PBNs are technically regular sites in the eyes of google and sites change their links all the time.

You can revise your article and replace links, that's what any normal site owner would do. You'll be fine

most of the time, it takes time to recrawl the pages, so you can go in 1 day without any problems,
if you're changing a lot of them, you can drip feed to avoid any suspicious practice

Google would probably see it as 2 backlinks until it sees that the first page is no longer active. That's interesting though. I wonder if you could create like 20k backlinks that way.
