You can apply for vouch test account and try it there. In theory it should work worldwide. Our issuer bank doesn't limit cards geographically.

There are no fees for online transactions, only top up fee 9% - if you spend less than 10K a month
if you spend more than 10K (Advertising for example) custom fees applied.
