I bought Article directory backlinks worth $400 for my first website from fiverr and my website got penalized.
I bought 50 pdf backlinks from Fiverr for my second website and it is also penalized after that.

You might be able to contact support, and report damage from your order, but it's probable that you simply lost your money.
That's a lot of money to spend on some of the crappiest link types out-there.
I would suggest that you learn a little more about link types, and stick with PBNs, guest posts, and niche edits from this marketplace.
You can get some good links from Fiverr vendors, but you have to get source lists up-front, and you have to run the links through backlink tools to check their profiles.
Something like DomDetailer is recommended, and then you can run the better players through something else to check for ranking keywords or spammy link profiles.
It's an involved process that you need to learn, no matter what platform you are ordering links from.
Otherwise, you are going to end-up buying big piles of spam.
If you can't get a refund, maybe try messaging the vendor, and asking to change the links to a competitor. (LoL)
If it makes you feel any better, I've lost thousands on bad links, so it's sort-of a learning experience, but all is not lost.
