I checked those review websites but it would be better if someone can share their own experience. I normally use vultr or digitalocean, do I need a dmca ignored hosting or can I go with vultr?
 
I think you need to start working on building short list of candidates.
After that you ca contact them and ask all questions you have regarding the hosted solutions you are interested in.
Than you can check some reviews. But review describes someone's experience, not yours.

You can use vultr or digital ocean for this purpose as you are just making a landing page here. I saw many people who are just using a shared hosting plan for that type of purpose. But it's safe for you if you choose offshore hosting for it. Don't forget to check their policy regarding the issue from where you want to buy. You can also ask them before buying. You can choose the Netherland location.

I won't show any image or video. It will be like "click to download leaked videos", and cpa offer.

No matter, they will send DMCA abuses to you, even if you are only linking. For that reason you should always go with offshore hosting.

Linking is legal, but take a look in Google.. they receive abuse reports and they dont host it. Simple as that.
Not forget you are offering and linking to LEAKED content.
