yes it does. let me give you an example: if you want to rank for XYZ in france, you better have most of the backlinks for that keyword for IP's from France. If your competitor has more percentage of their backlinks for that keyword from French IP, then they will have an easier time ranking at the top.

If french based websites point to a particular website for a keyword more than other sites, this ends up a correlation on ranking. this is based on my own personal experience.

I moved to another Country and using Google here is compared to my home country a nightmare. Same Mobile/Gmail. It shows a lot of "local" Pages, which have translated text (in my language) from Google and the quality is far from good.
