Not only it changes by countries (as it would be expected, for obvious reasons), but also change depending on device (table, mobile, desktop) and if the user is logged or not in his gmail account.

Google uses domain server location , its local sites data, google Map data etc for Geo targeting SERPS.

SERPs definitely change but the algorithm remains the same and the parameter to rank remains same too...

Ranking is different for different countries. Google will prefer results in same country language where searched.

yes, results are always based on location, because what's relevant for one place it might not be for another.
