How to make a redirect like this?

Hi, I see some parasites use a redirect link like this:
https://www.google.com/url?q=https:...sntz=1&usg=AFQjCNE3F79uifyCtKtnc4UlMUZzbUlOyg.
Which "abc.com" is the domain LD.
Do you know how to create a redirect like this? Really appreciate your help.

If you create a button or text link within a Google Sites parasite, it will be of the same format where "usg=xxxxxxxx" parameter is the identity of the parasite. Each Google Site has a distinct identifier. If you create 10 links to multiple sites within a Google site, all links will have same usg parameter.
