You're mentioning "prepaid" in your post.. however prepaid don't work on Google AdWords.
What type are your VCCs? Credit - Debit - Prepaid? Because it'll either have to be Credit Visa or Debit Visa for it to work on Google AdWords.

for Google advertising, I advise you to debit a credit card, they are expensive of course. but they work for a year and can be replenished

I already said something. prepaid cards are not suitable for Google. I have a debit credit card (these ones definitely work) but only for Google advertising. minimum balance 50 €, costs 157 €. this cost includes a commission for replenishment and card maintenance, card balance and card cost
