Probably this is just another variation of the Google Stack methods stuff, but was wondering whether doing MyMaps citations (using a residential proxy in order to make multiple accounts with a precise ZIP location for local consistency and give the "real user that lives near the shop, absolutely no blackhat guy" vibes) can be useful for the GMB ranking (because maybe that can be seen by Google as user interaction and stuff like that).
Also, if you find it useful, is better to take the link-building-approach (building them at natural pace, steady and slow) or is ok not paying attention to that thing and go like- building 1000 citations in one day in Google MyMaps saving the shop's map location directly (as I've seen like "building 15000 of that citations in one day", though it was on a famous green site with bad reputation for SEO gigs).

Good to know, I have also seen one buyer for that service on Fiverr that was complaining about his GMB views dropping after that, but I was unsure because lots of other reviews were 5 stars.

I knew my maps was useless but didnt know it'd harm views
 
Even with my limited SEO knowledge, I know that user ratings and reviews are one of the most powerful signals, which is used by Google to determine the rankings of any GMB listing.

So I think rather than building 5000 or 15000 citation backlinks, it would be better you combine your strategy of building citation links along with accruing ratings and reviews.

As you already said, for ratings and reviews use proxy services to generate Google accounts tied to specific zip code and then hand it over to respective client in that area to post ratings and reviews from those accounts. I think this will be OK you won’t face any issue if you do it regularly with consistency and not try to spam the system with ton of reviews in a short duration, make it appear natural and steady.
