shadow banned on adwords?

Is it possible to be shadow banned on google adwords?

The reason I ask is because i had a campaign last few months it was getting good cpc for installs and good volume on impressions daily.

That app then got suspended on Play,

I then set up the exact same campaign for a different app which was a similar app, so used the same keywords, same headings, settings (just the few images were different obv)

if two campaigns used the exact same settings and keywords should those two not get the same results?

You’re not shadow banned, it’s likely your campaign is just getting reviewed, may take days for it to fully run.

I am not experienced in driving traffic to apps but have had some experience to run ads on some blackhat ads, and there’s no shadow ban, if your account goes through with the campaign and your ads will run for sure, and they will likely get reviewed in upcoming days and get suspended if you don’t set it right.

If your account is pretty new then you will get reviewed first before your campaign can take off.

It is the only difference I know based on my experience

The app was suspended because they decided the app did not function as described. However we showed them clear demonstration videos showing the app working, but they did not accept the appeal..... they rarely do....

There goes years of dev, marketing, ASO and promotion expenses down the drain...

Anyway I still have the app available on my server (direct apk download), do you know anyway I can drive cheap installs or good traffic to this apk, to get more installs on android?
 
You can go to alternative app stores and advertise there, I am pretty sure they work the same, only now when people installing your app into their phone, notice of untrusted source will popup
