Google is not the problem; you are.
You are allowing a competitor to out flank you and beat you in the SEO game.
He has backlinks, you just cannot find them.
He has 4 backlinks... keyword is stuffed in homepage.
I don't get it. Only I can think of is that this is temporary and they use some sort of SERP clicks ..otherwise I don't know.
I have a lot of websites that are ranking N°1 (Belgium).
But these months are strange..Google is changing the game

Ranking in Belgium is not very hard at all... my guess he has some PBNs that are hidden from all the tools people use to find backlinks.

Go ahead and create some PBNs for your own site... none of these public PBNs you see where a lot of different people have different sites on them but a few that are linking to your own site and preferably to some of your inner pages.
I bet you will see a bump in the rankings then.

Personal advice from person who suffer from Negative SEO for very long time,
Don't ever ever relied on Negative SEO to achieve anything,
you only will get your personal revenge and your competitor will know what you did and they will try to hunt you too,
That's will be endless(childish act) circle the only winner are google and you all gonna lose .
I'm not telling you to be saint or good person in life, but because it's simply doesn't work, you will only get Google spam team get more attention to your niche at the end screw it to all of you .
If you want sht on the floor so nobody will stay/live there go ahead and take you time, if you don't, move along in your life and focus in something else .

Use belgium domains for fast ranking, get some tier two if you can afford burning your pbns and you will rank faster. May be stable for a month or two.
