I also want the website protected from DMCA takedown or anything like that.

Who would I use for registrar, hosting etc.?

What would be the steps that I could get this going without it ever being tracked back to me.

Would I have to use VPN or what?

Fake credit card for hosting and registrar?

Fake name?

If all you want is to remain anonymous from us mere mortals, it's possible. To an extent.

For a few types of websites, probably offshore hosting and WHOIS privacy will work.

However, I'm just curious, unless you are planning something criminal, why would you want that kind of anonymity?

Honestly ? You cannot.
Even if you buy a domain name with a stole PayPal account, to a registrar who will not ask you anything, hosting your website in Panama, you will ALWAYS leave a trail. By pictures by example. Or by post date. There is a specific domain in infosec which is dedicated to spot "anonymous" people.
We search all element and guess what : in 95%, we find people.
Furthermore, if you want to make a website, only for revenge, don't you think that your victim will guess who's behind ?
Put your balls on the table : assume your stuff.
No disrespect intended, but if you ask how to be completely anonymous on the Web, it's the proof that you don't understand how the Web is running.
