This should be clarified and not make it look like the seller took $1k from you and did not give it back.

You paid $30 for 2vcc which were delivered in minutes after which you came back after 30hours that your accounts got a suspension. I offered a refund of maximum of $20 which you refused saying your refund of $30. We all know Google suspension is rampant everywhere on this forum but as a newbie you were not aware of the necessary precautions.
