You're probably right on this oneHere on the forum, I haven't seen serious devs that could be interested to sell their services. There are some, but by what I've seen on their BST's, it's nothing impressive and far from what you can find on upwork.
Content writers on another hand you can try to look up here on the marketplace, I haven't tried them, but I think there are more than a few that could be worth your money. On Upwork - content writer selection process can be done, but will take time, dedication, and sheer will to find a good one. A claim that talented web devs work for big corps only is wrong as well, you can find such talent on upwork, but they will charge starting from $60/hour and can easily go up to $200/hour.
