but i spoke with a friend and he confirm that he manage to get G.Ads without unpaid balance ban.

Well they tell the "technical error" story every time, so I doubt it's real, they've been telling me this last year, when I increased budget too rapidly and went into review.

We suspect that they have a ML-based risk assessment system in place. If so, that thing can indeed make wrong decisions (false positives) due to bad or biased training set – we had it happen to our own ML model before. This theory is backed by the fact that some customers don't get this issue, e.g. those using accounts registered and billed in the pacific region.

Update: Currently there is no option to appeal for any kind of account closure.

The link to appeal send to automatic workflow with same message:

"Your account is in good standing"

Anyone encounter it as well?
