absolutely, this way google AI will have an easier time to notice that these pages are focusing on different keywords.

H1 tags are in large text and acts as a title for the page. H1 Tags usually do not appear in search engines.
So, you can edit h1 tags so that they specifically match the content of the pages they belong to.

(main conten)-> 50 Best New York City Photos (next button redirect to page2)
(second page)- - > 10 New York photos
(third page) - - > 10 New York photos
etc...

Pretty much what i said

First page - 50 Best new york photos
Second page - 10 best autumn photos of new york
Third page - 10 best party photos in new york

And so on... this is what i meant, this way you will target the main KW (best new york photos) on the first page, and in the next pages you will target long tails of the main KW.
