SEO - Link building & SEO - Packages section is already listed with lots of threads, you only have to spend some time on threads to read reviews and all also you can ask them for latest work samples to check quality of service.

SEO is a broad term and refers to niche research, keyword research, site audit, backlinking, content creation, even ORM and possibly even more topics. You need to be more specific on what you're looking for before someone can recommend something.
