Interesting - have you found a solution yet? I'm going with the same formula: devices + phone numbers + 4G mobile proxies, I haven't had any prompts for suspicious activity so far.

Seems there's no other solution then using phone numbers to sign up. For some reason they won't allow emails no matter what you do.

You can safely add an email after the account has been created but using it for signup won't work.

How do mobile proxies will work if even device and network change doesn't solve the problem?

Just a small advice - FB/IG does not like new users on new devices (yes, it's dumb). Yes, you can still create accounts this way (best with wifi over home network) but if you want better success rate then it is time to learn to fake a "used" device that FB/IG already knows about.

You can test this theory pretty easily - just use your main phone to create an account - it should work (unless you have exceeded the limit already).

By the way what is the limit of account creation per device?
Or maybe temporarily device ban time (when instagram shows activity captcha)

Have had similar issues with IG. It seems to be a combination of 2 things -
1. Mobile only auth. policy - - ie if the user doesn't access IG from a cellphone and phone verify, they can fuck off. The scary thing is I'm pretty sure many other sites will begin using this authorization policy soon enough. Most normies have 1-2 accounts max so this isn't an issue for them.
2. "atypical user' fingerprinting - A typical IG/FB user will NOT be cleaning out their cookies, the typical user doesn't know what cookies are. So cleaning out your cookies, cleaning history etc is actually a red flag. "trying to avoid leaving a footprint" is itself an indicator of an atypical user.
3. IMO the most stable IGs these days are the ones created by signing in with stable, aged, PVA FB accounts.
