Correct. 32vCPU you can create as high as 64GB RAM with 32vCPU. with 8vCPU your max in about 16GB RAM Only.

The account will not get suspended if you follow the guidelines I send you. There will be no mass bans if you use same IP to handle multiple accounts.

They come with 0 Limits on P or G instances. You will have to request for those but most of the times they get rejected unless your account is pretty old.
