It comes down to the quality of the IP address used to make the proxy. Data cetre IP's are far cheaper and thus much more common. The downside is that most subnets (ranges) have been very well used over time and may not work on some websites. Residential proxies will work on nearly all websites and have had little to no use. DC proxies are okay for general stuff like scraping websites/data etc but residential proxies are better for account creation and management.
It's an IP that is authorised to use the proxy to bypass user/pass authentication. Speeds things up slightly for the user but that's about it. If your current IP address on the computer you're using is 30.2.3.4 then if I authorise your proxies using 30.2.3.4 then all requests to the your proxies will work right away. If I don't authorise your IP address then the first time you use a proxy you would be prompted for your username/password. The default for most users is user/pass.

Dedicated Residential proxies are 100% Google passed. Shared Residential proxies should work most of them but it's impossible for me to give a 100% guarantee as I don't lock my proxies down to certain sites so any current user could use them to search on Google. If you're only ordering a few I can probably get you some that are currently only used by one other person, but of course that can change at any time.

Just looking on your site it says "You are expected to look after your proxies, we won't swap them out if you get them blocked or banned".
Is that still the policy today? Let's say my social media account gets banned and I want to swap the proxy, presumably this is not possible? Thanks

That policy is there to prevent users requesting new proxies every week or so. You can request a replacement proxy/proxies once per month. If you ask to have them changed every month then I will likely ask you to move on to another provider.
I have several users running accounts with my residential proxies and am more than happy to swap out the odd proxy here and there.
