Dont worry they will send, they just freeze for some time. Was your dispute rate over 1% ?
They send my €8K after 6 months of freezing.

Will they send money to my customers or to my bank account?
They are USA stripe accounts
For one I just change bank account got banned

If they already paid to you via stripe, you will be paid. But........ If your account is terminated, Stripe will refund to customers. If you arent banned but it says "You are not eligible", you will be refund. You should go Stripe account and check to Payments > Payouts

Funds will be kept for minimum 3 months. When these have passed, if the chargebacks are not coming in, they will pay out the remaining balance. If they decide that the risk of additional chargebacks are high, they will keep the funds for another month.

We use Stripe in the UK. Been using them for the past year, haven't had a problem with them, but I appreciate they may not be a fit for everyone.
We went to Stripe after using Braintree who were absolutely effing awful. They were awful at catching fraudulent payments which they let go through and then had the cheek to flag our business as the risk and then stopped payouts. Really glad to be rid of them.
