What are the steps to make a plan before starting blogging?

1. Find a Niche
2. Find a Webhost
3. Build Website
4. Start Blogging

People typically do too much in between these steps and never actually get a blog up and running.

Doing it this way forces you to work on your website since it is already live.
 
Op blogging is not really a thing in 2021, maybe look into more profitable ventures.
 
keyword research is a must before going into something that includes SEO,
make a list of keywords (spreadsheet) that you're going to target, take your time selecting your keywords and make sure to check their difficulty manually by analyzing the SERPs

I would follow this but with some of my personal modifications.
Prerequisite. Review your Budget !!!
You are only as good as your weakest link.
1. Find a Niche & decide on a "Brand"

2. Write 20+ High quality blogs/articles
No one wants to visit an empty site, google don't want to crawl an empty site

3. Hosting & Building your site
If you are using WordPress, you can build your site via tastewp.com
Then commit to a hosting plan.
I would recommend start with 1-2 month free trials first, there are such offers from Digital Oceans, Vultr etc, before you commit to a year plan, hosting is a MAJOR play in your website, shit hosting don't cut it
I seen unbelievably tempting hosting which was utterly garbage where 2-3 con-current users will crash the site & database.

4. Draft and plan your content, your tags, categories, SSL, SILO, www or no www, everything to the finest detail
You don't want to go back and change things once you start ranking.

5. Keep posting !
Don't give up, you won't see ROI right away, but hard work does pay off for those who put the effort in and is working diligently.
There is no "I'll make xxx/month after a year of working", this is IM

Regarding Blogging, i would say you read first, what actually work and what not in terms of Google Ranking, as most of your traffic would come from there.

So before finalizing any domain or writing content, Make Sure you target a niche, which is known for you OR you should have some knowledge about it.

Afterwards, research out some problem solving keyword in that niche and then find a relevant domain.

In beginning, don't go for much perfectness, Instead create problem solving content for human not for Google.

Learn Some On-Page SEO and use Plugin like Yoast SEO or RankMath to optimize your content.

Carry on this for a while, and when you see some stats in terms of traffic then go for adsense approval or lead generation etc.

  • Proper keyword research takes time and tools.
  • Building and hosting are easy if you know what to do. If you don't, you'll have to study. You don't want to be caught by surprise when a server crashes for a mistake you made installing a plugin or tweaking something.
  • The hardest part of them all is to commit to writing. Nowadays you won't get anywhere in most niches without a BUTTLOAD of long, well-written, and engaging articles unless you find the holy grail of low competition keywords. Buying them costs money and results might not be what you were expecting.
  • You'll be waiting in the dark for a while and it'll seem like a ghost town.
