The CPA idea is good. I wonder if it is easy to pull it off as Disney is brutal when it comes to copyright stuff.
I've seen some new apps being advertised but are they legal?

This is a grey area I think. One of the BHW users actually pointed out that D11 is using two entities for the app vs for the sponsorship. I did not verify it, but it could be true.
Still, there's billions of INR to be made, if you manage to get it up and comply with the current rules. Making such an app is hard, but not impossible atall. Perhaps you could try getting in touch with a lawyer? Please do let me know what (s)he says, if you do manage to get one.

I have been seeing ads and memes from Rajabets for last one week. Instagram and Twitter influencers are reposting their stuff.

If you have some programming knowledge (For example JS and PHP, or more specifically React Native and laravel/yii2 for the server side stuffs) you could easily do it. The app and the api are not that hard to conceptualize. I had gone through it almost like 30-40%. Yes it will take time. Around 6-8 months to get it right.
If you don't know programming, you could do a JV with someone from here may be?
Yeah, don't target to be D11... your target should be a bit lower lol. Still, with proper funding; this concept can be a money printing machine.

You can start a betting tips service. I remember one season a couple of years ago, when I watched every single match, towards the end I was able to predict performance to a great degree of accuracy with pure intuition. Which batsman and bowler would perform under pressure, how was their form, everything with just their body language!
