it will show you the indexed pages of this domain

check the backlinks thats most important. the spam score is often nonsense.
also check wayback machine to see what content used to be on that domain.

If an index page does not appear on google, that Mean domain is banned or penalized. Right?

expired domains get removed from google index after a while (1 month, 1 year or even more)
it doesn't mean it's penalized, just deindexed

finding a good expired domain, indexed and with good link profile is a bit hard nowadays,
better to buy an expiring domain that's indexed and have some good relevant links, spam-free as well
