To apply for the blue tick, follow these guidelines: Go to settings on your IG app - > Account - > Request verification. After you fill in the fields your request for verification will be sent to FB.

2. Tap Settings.
3. Tap Account.
4. Tap Request Verification.
5. Fill in the application form. Your legal name. Your “known as” or working name (if applicable) ...
6. Tap Send.

You need to have required PR and a guy with media panel to get verified. There are couple of sellers at marketplace offering this service.
