I am aware that there are smm panels where we can get Telegram group members, views, votes etc
What I want to know is:

Is there any way to fake a telegram conversations amongs 15-20 members so that when genuine members come, they see its an already active group and some kinds of conversations are taking place?

I can't think of any other way than creating 10-15 accounts manually and type messages there by yourself. It's the cheapest way to do that.
You will have to invest time in logging in accounts and typing messages. You can log in 3 accounts with Telegram Desktop, 3 accounts in phone and 1 account on Web Telegram (you can try more with more browser instances and proxies)

If i remember correctly, Telefuel (telefuel.com) lets you do that.
Otherwise, you do something like rambox and a few new tabs (which are under their own cache/cookie, can use proxied if needed)

You can buy accounts must necessary not old, or you create the account yourself using VPN to segregate your IP address. As for the phone numbers, you can use a virtual phone number.
