TLDR : how can i tell if a cpa network is legit ??

every time i try to test a cpa network by filling the offers manually (direct offer or content locker) i get nothing but when i create a youtube video or buy some paid traffic i get some conversions i can't understand this logic pls help why offers don't convert when i try them manually but (sometimes convert) when i send traffic ?

You can always go with the reviews or send the traffic to test the offers. Shaving is something that comes in later in the stage, you have to start first.

Every network shaves and they have their reasons too. If this is your first and foremost concern then CPA may not be for you.

No, thats false. You need to send real traffic for a couple of days. And then you can decide if it's worth it or not.
