Guest posts at Top 100 google search results on your niche. Or a news article at top news sites (Wash. Post, NY times, e.t.c)
Tier-1 = Guest Posts/News posts
Tier-2 = Forum/blog comments, business directories
Tier-3 = Links in forum profiles

Links in Forum comments hard to get (from good forums, I mean). So better do not to waste GSA time and proxies for it.But You can try,anyway
