FBI is not allmighty outside of the US besides what they make you believe in your movies and people don't necessarily do shaddy stuff with a stealth Paypal account. Most of us use this kind of account to receive money in a country where Paypal is limited or doesn't fully work.

You need a VPN with stable IP outgoing address. And I mean stable for years.

I won't recommend a VPN. Most of them will fuck up your PayPal account these days.

I recommend residential proxy in a VM or VPS. With this method, you can use your PayPal safely for several years, no issues. Not an issue. And dedicate a browser to Paypal only and never login on the same browser your email provider especially if its the email address you provided in PayPal. Since for instance, Gmail sells your data to even companies like PayPal. Got limited but I learned. Been there, done that. Also IMPORTANT to submit all documents to gain even more trust from PayPal. Use a business PayPal account especially if you have a website.

So i have followed the above steps, and someone has tried to send me money but on their activity it says i have no account made?

The only thing with my account is i havent been able to verify my email.. how do i verify my email on paypal? As i have the fake email address etc from fake name generator, but how do i log into the email to verify the paypal account?

I've used my VPS to open a stealth paypal business account and provided a virtual number from dingtone for usa. Now it asks me to provide photo ID plus social security card/ITIN/paystub/w-2 form or 3rd party tax return.

This will solve only one problem (a CC or Bank account is required). You'll still need to submit all the document asked

FYI there is a 21GB template pack on torrent, I used those with my account's information, printed them on cardboard ,took photos with a low-budget camera for PayPal and successfully verified.
