There are many good agencies who can help you FB ads issues since you said money is not an issue.
Facebook pays its employees well, so chances are less someone risks their career for a few dollars. Even if they do, they won't be hanging out in open. Your best bet will be to get someone who knows someone who knows someone at Facebook. Like I know someone who knows someone at FB who does IG verifications for us, but I never know that guy till the date even I am working with them from 2019 and did tons of IG and FB verifications till date.

Personal account spending up to a certain threshold will be able to but I have spent more than 1k $ on 1 account and have not seen anyone support
