My competitor rewrite my articles

Long Story Short, I have found that one of my competitors manually rewrite almost 100 articles of my articles & some of them rank above me. His site is old which is around 6 years while my site is only 1 year.
I can know that he rewrites as the H1, H2 & H3 is exactly match my articles. For the content, He just changes some words to make it unique and keep high quality. I can know by reading both articles.

Can I report it to Google?
I want to use DCMA, Is it provide any benefit in my case?
Is there anything I can do to rank above him? Any other suggestions, pls help to share.

Note:
- His articles are not duplicate with me if we use a plagiarism checker.
- I have contacted him, but it did not change anything.
- My site builds purely whitehats SEO without any link building. It reaches the highest PV in Nov & Dec, but traffic keeps decreasing now, I believe it due to this issue and Google update.

My articles are based on my knowledge and working experience. I can say they are among the most valuable content in the industry, they reflect with real-life and theory. And the niche is very narrow which is not possible for normal bloggers. That the reason I can reach 100K PV in less than a year.
I have contacted him but it just does not work.
So u suggest building backlinks by using Skyscraper, let me take a look at it.

Is it going to hurt him? I heard google has devalued such spamming links but not penalties.

Make a really long one then copyrighted, then sue him for the monetary damages on all the articles as proof. When you right one also have hidden messages only you would know in case you wanna take it to court. But usually it never goes to that. A cease and desist letter will do.

He is not a genius in terms of SEO and link building, I rank below him due to site aging. I forget to mention, his site has 1,000 articles while I have only 200+ and the aging is 1 year Vs 6 years.

Technically plagarism extends to paraphrasing - which includes rewriting content in your own words without attributing the source of the idea/theme.

It's not the same as copyright law, so unless they stole a sentence or two right from your piece, there's not much you can do about it - except for maybe a strongly worded cease & desist letter - that in reality has no real merit or value in a court, it's a scare tactic to get them to cut it out.

@CyHead: Thank You, you are right, paraphrasing without credit is considered as plagrism.

Regarding the lawsuit, it almost impossible for me as I'm just a random guy from Asia, and it is stated clearly on my "About Us" page. Should I report Hosting Company, Domain, and Ads Network (Ezoic)? Still doubt this.

Yeah, I put the video because it showed the problem of convincing Google you are the original author.

I knew from your post about manual rewrite that their "trick" wouldn't work for you.

I'm not sure what Google DMCA requirements are but I suppose it couldn't hurt to submit one.

You need to improve your content?

Rewriting is part of what happens, it's not copyright infringement and you're not going to get anything from it or anyone to take it down. You can try scare him, but if he's got a bit about him, he'll realise that.

It's tough, it's just part of life in a competitive SEO market.

Tit for Tat. I liked this idea. Op should hire someone to rewrite all the articles he is ranking for and rank above him.
