I use but proxies for the proxies however, if you got the budget I would go for 4G proxies.
For recaptcha it all depends on your volume....if you are putting out couple of hundreds out there per month ..then 2captcha is solid...however I would normally do around 5000 recaprcha per campaign...and 3.campaigns per week....it adds up pretty quick....Xevil is awesome but the hardware setup could be very expensive. I use capmonster which is decent (again your proxy quality is very very important in your success rate!)
GSA content generator is an great way to scrape content and edit it for maybe tier 2/3. Tier 1 I would stick to quality content which has value. If you spray and pray it won't work and it will be a waste of money and time again. Imagine spending all that time and money with the setup only to fuck it up with shitty content haha...it's just lazy and stupid.
You could also go for PBN providers bit downside of those are you are left at the mercy of their quality and service and you are paying monthly to keep those links alive. So both techniques have their ups and downs and yes your spam score will go up if you think you just do couple of clicks and press launch haha.
What I do currently is pretty simple. I use rankerx for tier 1, 2. Then use those backlinks for gsa see tier 2/3. The key here is again the right proxies and content. For tier 1 I use own content...tier 2 and 3 scraped and edited content.
I use proxies from buyproxies.org and keep the thread count to 1:1 ratio. If you use 4g proxies then you can get a better ratio but 4g proxies are more expensive.

It took me a good year to get the hang of the perfect setup for myself, I just told you the tools..but the tweaking has to be done by yourself in the field to find out what works for you.
Should you have any doubt on the method. I started I'm jan 2020 with an experimental project in niche of providing law services. Site had zero visitors and no traction. Fast forward to yesterday... I had 120 unique visitors and on average 100 per day. DA of 26, and steady growth. Obviously your site has to also create content regularly haha ...you can't rank shit ..something had to be there to rank. Those tools are only to help.
Now 3k unique visitors per month might not be much...but in an niche market where an average click for terms like "lawyer" is worth 10 usd... 3k click is pretty damn good result in my book. I'd reckon if I'd used it on a more generic topic it would have a bigger impact... Then again I was always trying to match the same tactics as my competitors while at the same time providing quality content.
Things like social signals, sharing of content cross platforms are pivotal to the growth also.
I wrote in a nutshell what you kind of need...and trust me when I say ..don't leave anything out of it because I put down a crashcourse of SEO needed to rank healthy grey hattish today.
You can use it for black hat method but then your motives would be different..... White hat version would be to onlye use these tools for tier 1 to an selected list of GSA SER sites and small amount of rankerx sites.... And that is the beauty of it....it can do all...but it all starts with you....what are your motives...if you don't know what you want and what your marketing strategy is....the rest is bullshit....
