Fair enough, and for what it's worth I think governments directly changing the vibrations of people en masse is also unsupported and less likely than other things.

Even though I don’t like the terms 1st world and 3rd world, birth rates are either dropping or stable in 1st world countries. Some 3rd world countries are seeing big increases in polulations, most likely related to birth control and education. But, where do you draw the line though? Do you develop any new treatment for any diseases even though they need to be tested on people at some point?
Would you take an experimental cancer treatment if you where terminal?
