Hi guys, I need some help on how to scrape Instagram influencer data.

I'm building a website allow customers to find influencer by region, niche, engagement, and audience. (And yes, there are million similar websites out there and I'm building one more).

Questions:
1. Should I use jarvee or instapy for the job? What else should I use?
2. How do I find influencers to scrape? I assume I can't simply go over all username combinations.
3. Assume I got PVA + 4G proxies, what settings should I follow? e.g. how many requests can go from one account per second and how long should I pause between requests?

Jarvee is an efficient tool for the type of scraping you want to do. However, Jarvee is a tricky tool to use so it might take some time for you to optimize the right settings so you don't get blocked. Honestly, there is no perfect answer for how many requests an go from one account per second and what should be the ideal interval between requests, this part involves a bit of experimenting.

Just to pitch in on your 3. 4G proxies aren't strictly necessary to scrape. It might be cheaper to buy low quality burner accounts that can be had for about $0.15 and either use normal social media proxies or your VPS IP if you don't care.

As a general rule, it's better to set up more scrapers and let each scrapers do less actions. So 10 scrapers working simultaneously is better then 2 or 3 scrapers.

Use low price burner accounts and one proxy for 5 accounts, this will work well if using any tool.
And scraping is an art it differs from Instagram to blog comments. The more you experiment and focus the more you understand.

4g proxies will cut into your budget too much. Imho it would be best to go with even datacenter or cheap residential proxies. You are likely to use lot's of data and those accounts won't be worth using a 4g proxy on anyways.

jarvee with a scraper account (some blank IG account dedicated for that)
