I would like make my own e-book and sell it here on BlackHatWorld.com.
But I am not sure, if would be my e-book compliant with BHW Rules. Can I somehow contact some of admins and discuss with them about my future product? Thanks!

I think your application will be denied in the review process and you might (I am not sure about this) be refunded if that happens. Just try it out may be.

Here are the applicable rules for an approved sales thread here.

There is no fee unless the sales thread is approved and then there is a success fee of 30.00 per annum.

As to a staff member telling you yah or nah before hand that will probably not happen as the rules are quite clear in the links I shared with you.
