Paypal cheeky 3% fee

Hey guys!

A while ago, I found this loophole to avoid Gaypal's dirty conversion fees by withdrawing USD to my Transferwise USD bank account. Today when I decided to withdraw some money to my bank account which has always been free (as long as there are no conversions), I found a sneaky 3% fee to withdraw to my USD Transferwise account.

Does anybody know why this might be the case?

to avoid conversions just email their support and tell them you don't want it converted when you withdraw, you will need an account in $ though to withdraw in.
