Generally (For cold traffic) Conversion campaign works better but what about retargeting ads?

I'm not an expert but I believe that conversion campaigns are better for retargeting ads. They've seen your offer a few times already so I'd aim for sales.

I am retargeting who have not completed purchase so their purchase intent is high, then why should use a conversion campaign instead just bring them to complete their purchase? (I am confused)
